NEPTUNE SOCCER
ASSOCIATION
RULES AND REGULATIONS FOR TRAVELING TEAMS
Section I: Players
A. All players
will be selected at scheduled and advertised tryouts.
1. Coaches will notify the Player/Selection Review Board of any openings
on a team at the start of a season and request tryouts for those openings.
All “B” team players must be given the opportunity to try out for
any openings on the “A” team.
2. After an “A” team coach has filled his roster, a minimum of, 14
players for 11 aside teams or 10 players
for 8 aside teams, will be selected by the “B” team
coach unless a numbers change is authorized by the Executive Board.
If more players are available than needed to fill the “B” team roster,
they will be notified that the Player/
Selection Review Board will have them in a pool, and they may be called during
the card year.
3. After an “A” team coach has filled his/her roster, if there is not
enough players to field a “B” team or the
club does not sponsor a “B” team, all the excess players will be notified that
the Player/Selection Review Board will have them in a pool, and they may be
called during the card year.
4. Any player entering the jurisdiction of the Association during the
card year and released from all ties with any other soccer club may join the
pool of waiting players by meeting all requirements of the Neptune Soccer
Association.
B. Special
tryouts may be conducted at the request of the coach and with the approval of
the Player/Selection
Review Board.
C. Players must
appear at all games in full uniform.
Uniforms will be worn only for sanctioned functions.
The uniforms are the sole property of the Neptune Soccer Association.
Association issued uniforms must be worn for
all league and tournament play.
T-shirts approved by the Executive Board may be worn for tournament play between
Memorial Day and Labor Day, inclusive.
Association issued uniforms must be worn for the Neptune Invitational
Tournament,
D. Players must
attend all practices unless excused by the team coach.
E. Players who
neglect to attend practices will be suspended from playing at the discretion of
the team coach.
F. A player’s
actual time on the field is at the discretion of the team coach alone with the
exception of
Division V (under 9 and 10) in which case players are expected to play 20
minutes per game.
G. A player
receiving a red card will go before the Player Selection/Review Board.
A coach must accompany the
player and a parent may attend
H. Registration
fees and Neptune Soccer Association membership fees will be paid in full before
the first game of the season.
I. Traveling teams in the Neptune Soccer Association will be made up of a
“single” age year, whenever possible. The definition of a “single” age year will
be determined by the current State and League guidelines.
At present, a “single” age year is defined as: “children born between
August 1st one year to July 31st of the following
year.”
1. If a team is initially formed from multiple “single” age years, all
younger players must drop to the younger
team’s Player Pool if/when one is
formed. There will be no
“Grandfathering” of players to older teams.
Any player previously “Grandfathered” may retain that status.
If a player moves to another age group or
Club, then the “Grandfather
status” is lost.
2. In the case of any circumstance not specifically covered under these
guidelines, the Executive Board shall
have the final decision under Article V, Section 3, Item B of the
Constitution and Bylaws.
J. Players not
following these rules will come up before the Player Selection/Review Board.
Section II-Parents
A. Parents must
be members of the Association.
B. Parents of
players on traveling teams will be responsible for their fair share of expenses
incurred for any and all tournaments.
C. Parents must
see to it that their child notifies their coach within a reasonable time if the
player cannot attend any team event.
D. At least one
parent is expected to attend meetings of the Soccer Association.
Each parent has an obligation to spend time working for the Neptune
Soccer Association and his/her child(ren)’s team(s).
Section III-Team Conduct
and Attitude
A. Parents,
players and coaches will conduct themselves in a manner that will be a credit to
the Neptune Soccer
Association.
They will refrain from any use of bad language or physical gestures that
would be a discredit to our Association
and community. Any
parents/spectators who fail to conduct themselves as stated above may be subject
to disciplinary action by the Player Selection/Review Board.
B. Traveling
teams may raise funds to support only sanctioned team and tournament expenses.
However, an expenditure accounting report for each individual team must
be given to the Association Treasurer.
1. Prior to any team having a fund raiser, a written request must be made
to the Executive Board.
2. Written committee reports and money collected by committees and
traveling teams coaches for their team
fund raising must be turned in
to the Treasurer within one (1) week after the money is collected.
C. Prior to any
coach sending a tournament application to any tournament, he/she must forward
the application to the Vice
President in charge of traveling teams, who will screen the application.
The Vice president will then
authorize the Treasurer to release a check for said tournament.
Only Association checks may be sent to tournaments, no personal checks.
He/she will also keep a list of which tournaments each coach has applied
to. Failure to comply will
result in disciplinary action by the Executive Board.
Section IV- Coaches
A. Anyone
interested in coaching a traveling team in Division I through Division VI will
submit a letter-of-intent to the
President of the Association.
Letters-of intent will be made available by the Association to any member
who is interested in coaching.
B. The President
will place the applications for coaching positions before the Executive Board
for review. The Board will approve coaches using the following guidelines:
1. Experience
4. Knowledge of Soccer
2. Attitude
5. Past cooperation
3. Past performance
6. At least an “F” coaching license
C. All card
(pass) carrying coaches and assistant coaches must be members of the Neptune
Soccer Association in good standing (dues paid for the current year).
D. The coach or
their representative must attend at least six (6) meetings of the General
Membership-January through November of each year
E. A coach,
assistant coach or authorized representative must attend each coaches’ meeting.
F. Coaches are
responsible for uniforms at the end of the playing season.
G. It will be
the option of the coach selected to pick his/her assistant coach and team
manager.
H. It is the
responsibility of the coach to see that each player has a complete uniform as
issued by the Association.
I.
It is the responsibility of the coach, when appointed, to be sure all
parents and players receive, understand, and sign a copy of these rules and
regulations for traveling teams.
J.
A coach or assistant coach receiving a red card will go before the Player
Selection/Review Board and is responsible
for any and all fines assessed by the league.
K. The coach is
responsible to get and return insurance forms to the agent for the Association
for each accident.
L. The coach is
responsible to have medical release forms for each player signed and notarized
in his/her possession.
M. Each coach
must insure that each parent and player is aware that his/her son/daughter, is
assigned to an “A”or “B” team.
Players assigned to any team must be aware of the following rules:
1. All movement of a player from an “A” team to a “B” team or from a “B”
team to an “A” team will be with the
approval of the Player Selection/Review Board.
2. Any player who refuses to move
to the designated team will be dropped from all traveling team rosters for
the remainder of the card year.
3. The Neptune Soccer Association sponsors “B” teams to promote soccer
and give more players a chance to
participate in a soccer program.
N. Coaches are not to smoke on the field prior
to, during or immediately after games.
Section V- “B” Teams
A. From the date
of adoption of these rules and regulations, the following guidelines will be
followed in forming
additional “B” teams.
1. A qualified coach must be available.
2. 11 aside teams must have a minimum of 14 players available after
selection by the “A” teams.
3. 8 aside teams must have a minimum of 10 players available after
selection by the “A” teams.
4. Fields for play must be available.
5. Play will be designated to Monmouth/Ocean League or other league
designated by the Association.
6. Uniforms: Two (2) uniform shirts will be issued to each player by the
Association (one red and one white
shirt).
7. Coaches, players and parents of “B” teams will abide by all other
parts of these rules and regulations.
8. All “B” teams formed under the
above rules and regulations whose player roster later decreases to less than
14 for 11 aside or 10 for 8 aside may exercise Article V, Section 3, A:
Player Limitations of the Constitution
and Bylaws with the approval of the Player Selection/Review Board.
Article V, Section 3, A: Player Limitations
The Board shall ensure at
the start of each carded year, that the majority of players on all teams shall
reside within the Township of Neptune, The Boro of Neptune City or the sending
districts of the Neptune Public Schools.

FAILURE TO ABIDE BY THE RULES
AND REGULATIONS OF THE NEPTUNE SOCCER ASSOC. WILL RESULT IN FORFEITING THE
PLAYER’S OR COACH’S POSITION ON THE TEAM.
